D. Ricardo Bailey — Chief Insight Consultant

D. Ricardo Bailey is a senior public procurement professional, author, educator, and systems developer with extensive leadership experience across Jamaica's public sector.

His career has focused on strengthening procurement systems, improving transparency, and building sustainable procurement capacity — combining hands-on operational experience with policy-level insight to align compliance with practical, results-oriented execution. This experience led him to develop the VERITORIS DISCERN Method — a case-based approach to training procurement judgement, built on the conviction that good decisions come from tested judgement, not memorised rules.
